문화와 교육에 대한 백범의 생각

백범은 제도 교육을 받지 않은 분이다. 이승만 박사가 세계의 명문인 프린스턴 대학에서 철학박사까지 받은 최고의 지적 엘리트였음에 비하여 백범은 교육이라고는 고작 마을 서당에서 한문을 익힌 정도의 무학(無學)에 가까운 분이다. 그럼에도 그의 생각과 경륜의 깊이는 여느 교육을 받은 분에 비해 두드러진 바였다. 백범의 그런 생각과 경륜 중에 교육과 문화에 대한 생각이 특히 돋보이는 부분이다.

백범의 《나의 소원》이란 글 중에서 민주주의와 교육과 문화에 대한 생각을 살펴보자.

“민주주의란 국민의 의사를 알아보는 한 절차 또는 방식이지 그 내용은 아니다. 언론의 자유, 투표의 자유, 다수결에 대한 복종 이들 세 가지가 곧 민주주의이다 언론, 투표, 다수결 복종이라는 절차만 밟으면 어떠한 철학에 기초한 법률도 정책도 만들 수 있으니 이것을 제한하는 것은 오직 그 헌법의 조문뿐이다. 그런데 그 헌법도 결코 독재국의 그것과 같이 신성불가침의 것이 아니라 민주주의의 절차로 개정할 수 있는 것이니, 백성이 나라의 주권자라 하는 것이다. 이러한 나라의 국론을 움직이려면 국민의 의견을 움직여야 한다. 백성들의 작은 의견은 이해관계로 결정되거니와 큰 의견은 그 국민성과 신앙과 철학으로 결정된다.
여기서 문화와 교육의 중요성이 생긴다. 국민성을 보존, 수정, 향상하는 것이 문화와 교육의 힘이요 ,산업의 방향도 문화와 교육으로 결정됨이 큰 까닭이다. 교육은 결코 생활의 기술을 가르치는 것만을 의미하지 않는다. 교육의 기초가 되는 것은 우주와 인생과 정치에 대한 철학이다. 어떠한 철학의 기초위에 어떠한 생활의 기술을 가르치는 것이 곧 국민 교육이다. 그러므로 좋은 민주주의의 정치는 좋은 교육에서 시작될 것이다. 건전한 철학의 기초위에 서지 아니한 지식과 기술의 교육은 그 개인과 그를 포함한 국가에 해가 된다. 인류 전체로 보아도 그러하다.”
