서울대가 총장 직선제를 폐지하고 간선제로 전환할 것을 검토하고 있습니다. 총장 직선제는 1980년대 민주화 물결과 함께 도입됐습니다. 그러나 시간이 지나면서 장점 보다는 단점이 부각되기 시작했습니다. 선거 때마다 정치판을 뺨치는 과열 선거운동이 벌어졌고 선거 이후에도 후유증이 남았습니다.
학교 내부가 학연 지연 등 여러 세력을 갈라져 등을 돌리고 선거 때 공을 세운 교수들에게 논공행상이 이뤄지기도 했습니다. 새 총장이 학교 내에서 보직을 임명할 때 자기 편 교수들을 내세운 것입니다. 이런 일이 이어지자 사립대학들은 일찌감치 직선제를 포기하고 간선제로 전환했습니다. 간선제는 교수와 동문회 대표 등이 선출위원회를 만들어 총장을 뽑는 것입니다.
그러나 국립대는 여전히 직선제로 총장을 뽑고 있습니다. 서울대가 간선제를 검토하게 된 것은 최근에 교육공무원 법이 개정되어 선거관리위원회의 감시와 감독을 받아야 하기 때문입니다. 이런 외부 개입이 굴욕적이라고 판단한 서울대 평의회가 대안으로 간선제를 검토하게 된 것입니다. 헌법은 대학의 자율성을 보장하고 있기 때문에 선관위의 개입이 위헌이라는 지적도 있습니다. 그러나 과열 선거운동으로 이런 외부 개입을 자초한 대학의 책임도 적지 않습니다.현재 우리 대학들의 경쟁력은 선진국보다 크게 떨어집니다. 지난해 영국의 더 타임스지가 발표한 세계 대학 순위에서 서울대가 93위에 오른 게 고작입니다.
아시아 지역에서 중국의 베이징대와 일본의 도쿄대가 각각 12위와 16위를 기록한 것과 비교하면 차이가 많이 납니다. 세계 톱 클래스의 대학들은 대학 내부와 외부를 가리지 않고 유능한 총장을 모셔오기 위해 쟁탈전을 벌이고 있습니다. 대학을 이끌어가는 CEO로서 총장의 역할이 매우 중요해졌기 때문입니다. 한번 선출된 총장은 대학에 10년 20년 장기 근무하면서 긴 안목에서 대학 발전을 주도합니다.
우리나라의 총장 직선제 아래서는 이런 일이 어렵습니다. 우리나라에서 국립대의 개혁이 부진한 것도 총장 직선제와 무관하지 않다는 지적입니다. 총장이 자신을 뽑아준 교수들을 고려해야 하기 때문에 강력한 개혁 드라이브를 걸기가 쉽지 않습니다.총장 직선제는 시의성, 적절성을 잃어가고 있습니다. 선거바람에 휩쓸리지 않고 교육의 질을 높이는데 대학이 전념해야 할 것입니다. 대학 내부의 의견을 최대한 반영하면서 직선제의 폐해를 줄이는 간선제가 바람직한 방향입니다. 서울대는 7월 임기가 끝나는 정운찬 총장의 후임자부터 간선제로 전환한다는 계획입니다. 서울대를 시작으로 다른 국립대에도 이런 움직임이 확대되기를 기대합니다.
